What relation is person A to person B? Friend, work colleague, stranger? Depends on who they are as to what's the best way to play it. It would almost certainly be a sacking offence if it happened at work, so talk to your PR person. For a stranger, go to the Police, talk to the desk dude and they will advise you about who to report it to. For a 'friend', maybe handle it personally?
Obvious thing that should be done is person A needs to change their password ASAP to stop a repeat performance from person B, and inform Facebook so they have a record of what's happened if it needs to go to court. Posing as someone else and distributing personal details about them is almost certainly a crime, it's identity theft, so would possibly come under fraud laws? Person A could talk to a solicitor about compensation due for defamation of character as well.
